Incentive plan

Used  to give team members benefits besides awards themself so that we can:

1. guarantee that the team member will receive something if we cannot get the award

2. motive team members to spend more time on robots

Why we want to do that by the team instead of the individual:

1. save time, so we can apply it as a pipeline

2. help individuals to make better proposal
