Visibility and Publication for Project/Team Pages

Currently there are only two settings:  'Public' and 'Private'.  Project Visibility and Publication settings do not affect Visibility and Publication settings of associated media.  Media Visibility and Publication settings must be modified independent of Project/Team Visibility.
